Citizens, taxpayers and special interest groups are demanding increased government accountability. They want government to improve services, cut waste, streamline existing activities, and provide greater public access to information.

The use of the Internet is already beginning to change the way government operates in response to these constituent mandates. The Internet has become a tool to effectively and efficiently deliver government information and services to citizens

• Show the department as unified, coordinated and proactive

• Serve as a catalyst for empowering citizens to interact with government.

When judging the effectiveness of a government website, one must ask the following questions:

• Is it Customer Focused? It should say, “How may we help you?” instead of simply, “This is what we do.” It should be easy for visitors to find what they are seeking.
• Is it Efficient to Maintain? It should be designed in a way that lends itself to being efficiently updated.
• Is it Flexible for Growth? The infrastructure should recognize that different functions and departments of the City have different Internet needs and accommodate these differences.
